Position Available: Chief Financial Officer

The Roma Education Fund’s (REF) mission and goal is to close the gap in educational outcomes between Roma and non-Roma. To achieve this goal, the organization supports policies and programs which ensure quality education for Roma through scholarships, grant making and advocacy activities. The objectives of REF include:

     Expanding Romani children’s access to quality early childhood education and care;

     Improving primary education outcomes for Romani children aged six to fourteen;

     Boosting academic performance and graduation rates from secondary education for Romani pupils;

     Supporting access to tertiary education, improving graduation levels and strengthening identity of Romani university students, and

     Expanding employment opportunities for young Romani adults.

REF operates its activities in close links with civil society and institutional partners in 16 countries of Central and South Eastern Europe.

Candidate profile

As a critical member of the senior management team at REF, the Chief Financial Officer needs to demonstrate Leadership, Strategic Thinking and Team management competencies. Additionally, the candidate needs to display strong collaborative skills and display flexibility for work in dynamic environment, collaborate effectively with diverse teams, demonstrate effective decision-making abilities, take initiative and communicate clearly with colleagues and stakeholders of REF.

Key Responsibilities

The Chief Financial Officer is managing the financial operations of REF network entities and the Financial and Administration Department of REF Headquarters. Key responsibilities of the Chief Financial Officer include:


  • Oversight of financial, administrative, risk quality management operations of REF, including the grant making and monitoring, donor reporting, the financial management of educational projects implemented by REF, financial risk management processes, financing and cash flow management, budgeting, financial reporting and audits of REF foundations.
  • Preparation of REF annual budget based on their input of program managers, development of monthly management reports on finances, expenditures and budgets;
  • evelopment of a financial and operational strategy and the development and monitoring of control systems designed to preserve company assets and report accurate financial and transparent results;
  • Managing daily financial and administrative duties such as approving expense approval forms, approving bank transfers and payments, documenting and maintaining complete and accurate supporting information for all financial transactions;
  •  Managing audits and financial coordination between network entities, including the preparation of supporting documentation for the annual audit and liaison with external auditors as necessary;
  • Oversight of financial risk management processes, financing and cash flow management, budgeting, financial reporting and audits of REF foundations;
  •  Managing and leading the Finance and Administration Unit;
  •  Any other duties.

Reporting to the Executive Director and working in close collaboration with the Deputy Director, the Chief Financial Officer will support financial management tasks and monitoring activities for the entire network and will be in regular contact with REF staff, board, beneficiaries and suppliers in the 16 countries of operations. 

Education, skills and experience


  • MA degree in Finances, Accounting or similar fields;
  • Minimum of 7 years of experience working in financial management or any related field;
  • Fluent written and spoken English. Working knowledge of Romanes and/or any language spoken in countries of Central and Eastern Europe in which REF is active is considered as an advantage;
  • Experience in NGO financial management and financial reporting of EU, EEA-Norway Grant funded projects is a plus;
  • Good analytical skills and attention to details;
  • Ability to work in a multinational team, under pressure, large number of tasks and meeting tight deadlines;
  • Ability to build and manage relationships within and outside the organization;
  • Project management skills;
  • Problem solving skills;
  • Excellent knowledge of Microsoft Office programs;
  • Knowledge and experience in capacity building with external clients.
